Andrew Martin Opaadi

His skillset includes research design, survey methodology, data quality assurance, statistical programming, data analysis, strategic planning, monitoring and evaluation, organizational performance management, and institutional capacity assessment. He is passionate about data quality and the application of quality data in designing sustainable solutions for businesses, institutions, and development programmes.

Andrew cut his professional teeth at National Water and Sewerage Corporation as a Commercial Officer in charge of billing before joining Uganda Bureau of Statistics (UBOS) where he honed his statistics skills serving in various roles for over 6 years. He had an illustrious career at the national statistics office and was central in several programmes including the Plan for National Statistical Development where he was responsible for providing technical support to over 40 districts and government ministries, departments, and agencies in strategic planning and data quality management. He was instrumental in developing Uganda’s Statistics Quality Policy and two quality-certified national standards for statistics. He also oversaw the monitoring of the 2014 National Population and Housing Census among other field programmes implemented by UBOS.

He later joined Uganda Road Fund under the M&E Department where he was responsible for the Fund’s statistics function. In the roads sub-sector, Andrew designed and spearheaded the implementation of four nationwide road user satisfaction surveys between 2016 and 2021. He also established and implemented procedures for undertaking regular data quality assessment of road maintenance programmes; annual performance assessments for road maintenance programmes of Uganda National Roads Authority (UNRA), Kampala Capital City Authority (KCCA) and Local Governments; and roads inventory and condition monitoring.

He has been involved in statistical consultancy work for the International Civil Service Commission of the UN, among other entities. Andrew holds a bachelor’s degree in Statistics (MUK) and Post Graduate Diplomas in Biostatics and Monitoring and Evaluation. He is a Master of Statistics (MUK) finalist.
